from django.contrib.auth.admin import UserAdmin

class CustomUserAdmin(UserAdmin):
    ...
    fieldsets = UserAdmin.fieldsets + (
        (None, {'fields': ('custom_field',)}),
    )
    add_fieldsets = UserAdmin.add_fieldsets + (
        (None, {'fields': ('custom_field',)}),
    )
