If you don't need command substitution and parameter expansion inside your here-document, you can avoid using tabs by adding the leading spaces to the delimiter:

$     cat << '    EOF'
>         indented
>     EOF
        indented
$     cat << '    EOF' | sed -r 's/^ {8}//'
>         unindented
>     EOF
unindented
